An SE/30 with SCC chip issues or problems on the serial circuit will fail to boot under System 7.x whereas it works fine under System 6. There’s apparently some checks that System 7 does during the boot process which will cause a hang.
I hit this while fixing one of my SE/30s.
I had a post on 68kmla where I referenced threads I found about it. Perhaps you are having a similar issue and it’s not the RTC?
