Recap the CPU?

I’ve gotten some feedback that recapping a CPU card in a 2002 Quicksilver isn’t necessary. The caps look slightly corroded to me on the outside and a few are sticky. What else could that be?

Looks like dust to me. Usually bad caps leave a residue on the green board, not the sides of the cans too much. Try some IsoPropyl Alcohol (IPA 91% or better) and a light toothbrush.
