    I think there is a sub brightness potentiometer inside the Mac SE that should make it so you don't have to turn down the brightness to not see lines

    Tantalum capacitors are good for longevity, the Quadra 700 used them for all its capacitors, and lots of them are still going strong today.     that's an indication that the power supply is being short-circuited, so I'd say check the board for shorts and try recapping it

    This might only apply to the Macintosh Classic analog boards, but there might be a potentiometer to fix these voltages, but I'd also recommend checking the resistors and seeing if their resistance matches their markings
