Maybe it's an early clone without auto-reset capability? In that case, try Reset or Ctrl-Reset. A photo of the motherboard would be helpful so we could see which clone it is (and by extension, which Apple II it is a clone of).

Double-check that you didn’t accidentally desolder anything… ask me how I know. I’ve heard the opto-isolator is a common failure point in the LC power supplies. I’ve never seen a DynaCorp one in-person, so I don’t know which component that is.
