It may sound silly but I've had LCII units act like this until they were given exactly 3.6v to the battery holder. Then flashed the PRAM and things booted up as normal. At least this is where I would start.

I've done this with Tandy CoCo and TI-994a, sometimes it was finicky getting the volume just right but for the most part it was easy enough. A certain satisfaction too loading from tape :)
