68k Archiver/extractor that works on a Macintosh 128K

What's the best archiver (or at least something that can extract an archive) that works on the Macintosh 128K and ideally with the oldest system versions?

Compactor 1.21 (later known as Compact Pro) doesn't work: I made a self-extracting archive on a Macintosh Classic and tried opening it on a Macintosh 128K and it said:

> AutoExtractor requires System version 6.0 and a Macintosh Plus or newer.

StuffIt 1.20 doesn't work: it appears to require a Macintosh 512K or newer. On a 128K it says there's not enough memory.

I'm just looking for a file format, any file format, that I can use to distribute software comprised of more than one file to the oldest Macs.

Is PackIt 1.0 the best option?
