In case you didn’t try already, re-seat the processor card. Hit the connectors with some contact cleaner if you have. Even back when new, these had a tendency to lose contact and need a re-seat to get working again. I wonder if that case where it worked unexpectedly would be related to that...

Regarding the enclosure, mine was rough, though not as rough as yours. I ended up stripping and repainting mine with plastidip. One big warning is that the rods holding the three enclosure pieces have a weak point, and with all of that corrosion I'd expect the ends to snap if you take them...

I connected the HDD's 12V/5V rails to a bench power supply and it still wouldn't spin up and was dragging down the 5V rail. Checked its main board with a thermal camera and found that a L272D at U15 was getting hot. That's an opamp that likely drives the motor. While I wait for a replacement IC...
