Transplanting the components to a newly fabricated circuit board is your only option (if you are good at soldering). Otherwise, you can ask someone to do this for you or sell the Mac as-is.
There is no problem with the availability of PLCC sockets in general. You just need one which sticks on the non-socketed, soldered PLCC chip from above. This is a very rare use case! You could buy a few different sockets and try them. Maybe some will work.
HD SC Setup can probably only replace its own (Apple) drivers. Best try other apps, maybe Silverlining might be able to do this. Or just re-initialize it….
This is very strange… Did you already try some „known working“ BlueSCSI image? Is the BlueSCSI terminated? You could also try to set the startup disk and then restart.
