SOLUTION Turned out this issue was caused by a faulty SN74LS374N at location UF7 (international board) UD3 (NTSC boards). All traces tested good and scope signals were present and as documented so had to be a faulty IC and really down to ether the 374 or the LS166, but having swapped the 166...
