Maybe it's an early clone without auto-reset capability? In that case, try Reset or Ctrl-Reset.
A photo of the motherboard would be helpful so we could see which clone it is (and by extension, which Apple II it is a clone of).

The new CPU works in my original system board.
I believe the system board seller failed to adequately protect the compression connectors, and one/both were damaged in shipping. They were, after all, protected by pieces of paper. 🤦♂️
With my original system board, the light bar is red (the white light could be burned out… did SGI use bulbs and not LEDs?). With the new system board, I never see any lights.

The opto-isolator is probably U1, U2, or U3. I can’t read the markings on the chips, so I’m identifying candidates by the number of pins on the chip only.
Also, another candidate area is the LM393 near the output wires. If that comparator isn’t working...
Double-check that you didn’t accidentally desolder anything… ask me how I know.
I’ve heard the opto-isolator is a common failure point in the LC power supplies. I’ve never seen a DynaCorp one in-person, so I don’t know which component that is.
Update: Sometimes it helps to set a project aside for a few weeks and then inspect your work again… I discovered that I had desoldered the leg of a resistor.

Looks like I need to crack the power supply back open to double-check my work and check for damaged components inside.
There was a power resistor in heat shrink that’s my number one suspect. The switching MOSFETs are my second suspect.
It’s for the Performa 600’s (which is a IIvx without cache support) PSU.
The IIvx logic board I have is one I bought separately for comparative benchmark purposes.
On my livestream last night, I attempted to recap the Delta SMP-120EB power supply that was in my Performa 600. And after initially forgetting to reconnect the mains power connector, I measured 4.97V on the +5V standby output... yay!
