Trying to open that on 7.1 complains that the Appearance extension is not installed, so it definitely seems to expect Mac OS 8 (I know you can install Appearance on prior versions, but... strong indicator.)
I agree, that seems most likely. There's probably a bunch of header nonsense before the SIT portion of the data fork and probably a bunch of footer junk after it.
Could try putting a test file into StuffIt and also InstallerMaker and see if there's a common portion...
I ran the A4 utility on my System 7.1 Basilisk II install, and it produced a file named "°°HP Auto Setup Utility," which it ran on the subsequent startup and then left in the Trash. It's only 57k so I doubt it's the utility you want.

A pin vise drill bit is also a decent option if you have one, though it's annoying to line it up and clean the wrecked copper around it sometimes. I have done that technique before as well.

Yeah, that should be fine. LC SCSI is super slow so it's not like you have to worry too much about matching trace lengths or anything... I suspect plugging the via will take care of things. Good luck!
From the name, I think this is one of the data lines, so it makes sense that you're just getting mangled garbage back from the hard drive when you query for ID strings. But then how is the internal SCSI drive still working?

How's the continuity from your SCSI controller IC to the port itself? I had a lot of trace damage around mine on my LC I from a big electrolytic cap stuck to the top of the controller leaking.

That's a neat-looking machine. So much diversity in 80s Japanese word processors. If you have any system or application disks, it would be helpful to image them now before they get bad. I just finished up imaging some for a competitor, an NEC 文豪mini5.
I would guess it’s a short and the multimeter is just reading those lines as they collapse from the power supply protection circuit kicking?
What is the resistance like between 5V/12V and ground? If it’s really really low at least we know which rail may be the one that has a bad part on it.
