My two cents.
The point shall not be where it is safer to discharge without a resistor.
The point shall be whether it is safe to discharge without a resistor or not.
And the answer is no, it is not safe.
If you have a proper resistor, any chassis point is OK for grounding. Safest and most obvious choice is surely the designated one, though.

Later flyback transformers (there is a list somewhere with the corresponding codes) are equipped with a bleeding resistor, which annihilate the residual voltage upon shutdown. Better to be cautious, though, and follow the discharge procedure all the times, with all the Macs.
