Apple Computer Education District Sticker Mystery

Hello! I recently acquired an ADB Apple Standard Keyboard (M0116) with this "Education District" sticker. Does anyone have any insight (and perhaps documentation) about this? An early search has not produced much, and I am curious to know more.
