But, if you are in the US keep in mind that most of the EU has stopped forwarding packages with US addresses. Something about "winning", I think?

Japan Post declared their restrictions to the USA on August 25th here:

Declare it as a Gift less than $100, and you can still send it.

Not a gift or more than 100 smackers is now done via a more expensive shipping partner.

But who has recently shipped anything to the USA as a Gift valued less than $100, and was there any tariff applied, and if so, who paid and where? These are the questions I have, only because I have two kids in college in CA, but I and my wife live in Japan. Sometimes, we may need to ship them their personal effects, which technically isn't even a Gift because it's already their stuff.

That's right, currently I can't ship anything other than the US using standard postal service.
As a private individual the only acceptable way to send something to the US currently is using DHL Express (at an added cost compared to standard postal service)
DHL Express is going to clear any items through US customs and charge the recipient either at the door before handing out the parcel or have them pay before even attempting to deliver it.

I have not yet attempted the <$100 method because that would clearly be illegal if an actual transaction took place.

I'm currently awaiting a Z88, bought on eBay from a UK seller for $89 before the new 'tariff' was declared, but not shipped until afterwards. It is transiting the eBay global shipping service, but so far no additional fees have been notified, though I rather expect them. It's due for delivery in a couple of weeks, but as an eBay shipment doesn't seem likely to have been declared a gift!
