Can the iBook G4 boot MacOS 9?

I believe none of the iBook G4 models can offically boot Mac OS 9 though as Fizzbinn has said above Mac OS 9 Lives in an unoffical version of Mac OS 9 which could work on some iBook G4 models. I've had luck with it on my eMac but it's quite a low specification model so might have been the reason it works.
I'd heard about folks getting MAC OS 9 running on Mac mini G4s but haven't myself looked into it. After a cursory look at the MacOS9Lives site I see what you mean about it being unclear. Good luck!
I'm pretty sure nobody has OS 9 working on iBook G4s at this time.
I've found with MacOS9Lives it's a Russian Roullete if it works - my eMac for example boots with a tiny screen size then once installed it boots fine. Though booting back into OS X sometimes breaks the OS9 install. So millage may vary!!
I’m thinking now on trying to get a Mac Mini G4… it seems it works fine there
