I replaced most of the caps in the in the PSU but it was still making an odd high-pitched noise before resetting. Ruh-roh, maybe there's a problem with one of ICs died. A little looking around I spotted a thin line in one of the vertical boards.

I'm thinking the odds of finding a replacement of these is pretty slim so I' guess I'll be trying an ATX4VC and figuring out what the display needs for power.

Maybe it's just me but...those ICs look "oily", like they've been treated to some unusually high heat. Was there some sort of thermal pad on them before hand?

Aside from that I agree that it looks like the traces are decently large enough they could be repaired with some small gauge jumper wires.
