Learning to flash chips

Curious what tools (hardware and software) are being used to flash the SE/30 chips that have been reverse engineered (SND, video ROM etc.). I tend to see people using old PC laptops for this. Is that necessary? I'm assuming a chip flasher and terminal commands would get it? Thanks for any recommendations/advice.

Just so you know the SND is not a Programmable device, it's fixed state hardware using logic gates and discrete components.

You'll want something like a TL866 programmer for SPLD, ROMs and use them for testing 74 series logic.

Thanks for the clarification about the Sony chips. I noticed the same chip 3430045B (one as SE's are mono) on my spare SE 800k board.
