I have weird issues with my Apple //c Plus: it displays fringe in text mode no matter what I try.
So far tested with different cables, different monitors, removed (desoldered) the connectors and cleaned all, replaced the hue trim, and still no change.
Using the video port with Plamen VGA works fine.
Update: pins 12&13 from video port give the same results.
any suggestions are welcome.

At a glance, it looks like the color fringing that you usually get with Apple II text mode on a composite color NTSC monitor. I could be wrong though.
Have you tried with a monochrome composite monitor?
