I’m working on a full restoration of a Mac IIcx and need help identifying one of the two cards inside. The card has a “Color V2.00” ROM, a daughterboard marked “Memory Plus 1988,” and a 15-pin video connector. I’ve also been informed about a program called TattleTech that can be installed on an old Mac to report the card’s ID, which could assist in identification.

Definitel install and run it, standard SOP for identifying unmarked cards. Very interesting NuBus Passthru?

That's almost certainly a a VidCard given the ROM legend. But does the DA-15 have standoffs for screwing down a video cable or a frame for connecting a NIC's ThickNET connector?

There might be something under the memory daughterboard that would give you a clue. Otherwise, yeah, what Trash80 said: install it, see what TattleTech pulls out of the decl ROM.
