What is this PCI card?

It appears to be an Avid Blue Ice video card. There's one for sale on eBay: https://www.ebay.com/itm/356293835775
Something that was VERY expensive back in the day! 
Googling the I-Cude chip numbers I found this on eBay that appears to match:
"Avid Blue Ice Video Card V2 card" ....
I would imagine there is some kind of breakout board that connected to the external DB-xx port.
Not sure if there is anyway to make use of a card like this now, is the software still available somewhere? is it useless without the external break out box? Hopefully it doesn't require an ADB hardware dongle...

Interesting, found earlier model of the card here, so hardware accel rendering of adobe after effects!
