That looks like a Power Mac 6100 to me, so probaby a Sonnet G3 cpu upgrade for NuBus Power Macs.

Having owned exactly one of those: It's a Sonnet G3 CPU upgrade card for the 6100.
It also works in the 7100 and the 8100, but it's in a low-height form factor for the pizzabox 6100.

Looks like it's ready for the PDS Passthru Kit for HPV or that lame PDS Video I/O card if used in 7200 or 8100. In the 6100 it acts a s a riser for direct insertion of HPV in its normal, bracketed position.
