What's the deal with the ROM jumpers on the SE/30 Reloaded board?

I'm assuming these need to be connected? Connect the two pads on either side of the arrow? And if so, what is the third pad for? Thanks.

On earlier revisions they were to indicate whether you were going to use the ROM slot or separate PLCC ROM chips. IIRC starting with rev 3 (?) of the board you don't need to use them.
