I followed the instructions found here to program a new video ROM: https://tinkerdifferent.com/threads/this-is-what-a-bad-macintosh-se-30-video-rom-looks-like.1446/

To create a new video ROM, I used a GQ-4x4 to program the AT28C64. Then I compared the original video ROM file with the one on the new AT28C64 with HxD. Both were identical. However, the new video ROM gives me this screen on the SE/30? Any hints what could be wrong?
So silly first question is of course was the machine working with a known good video rom before you burned the new one?
If it works when you put a known working rom in but not when you put your burned copy in then something has gone wrong with your programming (are you sure your video rom bin file is complete and correct?) or there is a problem with the eprom you are trying to use.

The video ROM isn't 'giving you' that screen per se. That screen is showing the default state of the video ram. Why were you trying to make a new video ROM in the first place? Was it because you saw this screen? If so, you likely have some broken traces or failed IC(s) near UE8.
