I‘d try with everything removed from the bluescsi.ini except the wifi configuration. It looks like your „virtual hd“ configuration overwrites the DaynaPort name and therefore is not recognized by the driver

How are you intending to do File Sharing? Using AppleTalk or TCP/IP? I‘d strongly discourage you from using TCP/IP when using LocalTalk as you do with your LC 475 and SE/30. Did you also connect the printer port of your 6500? It might be reasonable to try this to have at least a running setup...

How do you bridge Ethernet and WiFi? Some bridging software doesn‘t correctly handle AARP packets, preventing AppleTalk communication. If you use NAT, it won‘t work anyway… Keep in mind that IP addresses are totally meaningless for any AppleTalk communication since it is not part of the TCP/IP...

I‘d analyze that RGL file and check if the raw binary (or something equivalent) is hidden inside. Can you upload the corrupted firmware?

Transplanting the components to a newly fabricated circuit board is your only option (if you are good at soldering). Otherwise, you can ask someone to do this for you or sell the Mac as-is.

There is no problem with the availability of PLCC sockets in general. You just need one which sticks on the non-socketed, soldered PLCC chip from above. This is a very rare use case! You could buy a few different sockets and try them. Maybe some will work.
