Well I've sorted some of it out.
After nothing worked following directions, I started trying random things. Why not?
One of the things, something I had tried earlier, was to install the ROM in the Pico's higher memory.
That burked the firmware. I kept wondering why the Pico light never lighted. Reinstalled firmware, again, and it lighted. Tried to put ROM into the Pico's attic: no lights, no load, firmware corrupted.
So if I refrain from installing ROM on the Pico, things work most of the time. I haven't kept track, counting every permutation. DID get the toolbox to install. Not any ISO files as CDs. I'll try WiFi next, holding my breath.
So it works. Probably 3/4 of the time with most of its functions. Oh well.

Thanks again for your assistance. If I'm ever asked about BlueSCSI I'll say "Reinstall the firmware after every attempted boot."

For those who care about such things:
I followed the instructions, carefully crossing every "t" and dotting every "i" and WiFi worked right out of the box. First time. No failures. No glitches. If perfection is possible in life, it was achieved.
