Well I've sorted some of it out.
After nothing worked following directions, I started trying random things. Why not?
One of the things, something I had tried earlier, was to install the ROM in the Pico's higher memory.
That burked the firmware. I kept wondering why the Pico light never lighted. Reinstalled firmware, again, and it lighted. Tried to put ROM into the Pico's attic: no lights, no load, firmware corrupted.
So if I refrain from installing ROM on the Pico, things work most of the time. I haven't kept track, counting every permutation. DID get the toolbox to install. Not any ISO files as CDs. I'll try WiFi next, holding my breath.
So it works. Probably 3/4 of the time with most of its functions. Oh well.

Thanks again for your assistance. If I'm ever asked about BlueSCSI I'll say "Reinstall the firmware after every attempted boot."

For those who care about such things:
I followed the instructions, carefully crossing every "t" and dotting every "i" and WiFi worked right out of the box. First time. No failures. No glitches. If perfection is possible in life, it was achieved.

Try different SD cards would be my suggestion. The first few I tried (old low capacity ones from a drawer, because I figured they only need to sustain 10MB/sec) sort of worked fine. They'd boot but then I'd install something and then I'd get the boot question mark floppy. These cards had worked fine in an old GoPro and even other SD use cases. But the BlueSCSI was more picky. Took about 3 cards to find one it was happy with.

Interesting horror stories about cables above. My system was missing its SCSI cable when I got it, so I bought a new generic 50pin IDC cable and fortunately it has been fine. I didn't realise the eBay seller was Chinese until after the order so I had a week or so to wait. The only pain has been trying to route the two 45 degree folds properly to get the BlueSCSI into its 3D printed caddy leaving its WiFi antenna PCB upwards. Was considering scoring the cable at intervals like some of the historic ones, but I'm sure I would wreck it.

There's a special place in Hades for eBay sellers who lie about or obfuscate their location. I've reported several to eBay who, wait for it, did absolutely nothing about the situation. My "favorite" was a location of "Chino, CA" - aka Shenzen.
