OK, so UE8 it was. I swapped it with a new one (https://www.digikey.com/en/products/detail/texas-instruments/SN74LS166AD/1590375) and the bars are now gone! If you are having a jail bar pattern on your SE/30, and video RAM seems to be OK, check for UE8 legs and traces.
SCSI still doesn't...
Finally got the new chips in and unfortunately, the problem persists. Although it went from intermittent to permanent lines. I don't see any traces that look bad (none looked to have any damage under the video ram chips).
I found another post with similar symptoms and it pointed to the UE8...
I had a board that behaved this way. It ended up being a broken pin on the edge connector of the board, so maybe inspect those. Mine had been bent back, so it wasn't making contact, and then it snapped off when I tried to bend it back. Some incredibly bad soldering with a pin I cut off...

I took a closer look at UC6 and UC7. and didn't notice anything that looked unusual. Solder looked fine, legs seemed ok. Testing chip level functionality is beyond me, unfortunately.

I threw in some Eneloops in the case, added some velcro and put it in my Mystic Color Classic and it seems to be working. Was reading a bit over 4v after I charged them.
Settings are being kept between boots. I'll see how long it lasts.

The possiblilities I can think of are:
1. You got extremely unlucky and both power supplies are non-working.
2. There is a problem with the logic board that is preventing it from sending the power on signal to the power supply. There's probably a way to short out some pins on the power...
