I think this is normal, that a standard set of 7.1 installer disks will not have all the various enablers included. For systems such as the 165c, you’d need to use the installation media that specifically came with the machine.
Also, I can confirm that the PowerBook 160/165/180 also need this...

I fixed my 840AV. After cleaning up and recapping it was powering on but not chiming. I found a single broken trace going to the AT&T DSP, I ran a wire and then it came fully to life. 100% working.
I'm soon to get started on restoring a couple of 840AV boards which have heavy cap corrosion. I think it will be quite a challenge.

No risks, it works fine. Just a bit slow on the stock 16MHz 030. I prefer to run 7.5.5 but I do have an install of 8.1 because as you say, it is a curiosity to use on a compact Mac.

The through hole caps are not that crucial to replace. Some people snip them above the legs and then solder the new caps to the old legs.
You probably found it hard to insert the new cap as the old hole was not perfectly clean. I sometimes push a syringe needle through a few times...
